" secure the best possible human and physical resources to support teaching and learning
" provide a forum for the sharing of good practice and for developing new opportunities
v HEC exists in three dimensions:
" as an original unincorporated self-help membership partnership of schools founded in 1992 on the principle that we were likely to provide better for our children and families by working together in collaboration rather than in competition. Via this dimension we organise and supply services to our schools ranging from finance and administrative support to mental health.

" as a Local Delivery Group, under Essex County Council Children’s Trust arrangements. In this dimension we manage approximately £3 million of public monies on behalf of all the schools and help organise and deliver specific improvement programmes such as Excellence Cluster, Behaviour Improvement Programme and Extended School Services.

" as an incorporated, not-for-profit company (HEC Ltd) established in 2005. We hold a lease on premises known as the Harlow Study Centre and trade these, mainly for education related courses and conferencing. Any profit made is of course ploughed back into the schools.
