HEC - Harlow

HEP is a new partnership work strand which began formally in January 2015 and is a new initiative between HEC, Essex County Council and Harlow District Council to try to help all schools/academies in Harlow to attain and then sustain at least an OFSTED Good judgement by the end of 2017 and with 25% attaining an Outstanding OFSTED judgement.

There is no charge or fee to be a member/partner of HEP.

Membership is based on a belief in building a sustainable self-supporting Schools/Academies led Improvement Partnership and a willingness to subject your school/academy to another and different level of challenge and support.

HEP has a Strategic Board which consists of representative Heads and Principals and a representative Chair of Governors along with representatives from Essex County Council and with an independent Chair – Roger Abo Henriksen.

Funding in the first 15 months of HEP operation has come from Essex County Council (£150k) and HEC (£110k).

Key work strands have been:
  • Prioritising present RI schools and present Good ones, but in danger of falling to RI, for sustained additional support and challenge to bring about the necessary improvements.  Of the 11 prioritised schools, five have moved from RI to Good in the last 12 months and none of the ‘insecure’ Good have slipped to RI.

  • Working with the LA, the Regional Schools Commissioner’s Office, the DfE and partner school Governing Bodies to try to broker academy solutions which will be effective in sustaining improvement but which are locally based and ‘owned’, conform to certain ethical principles and will allow for the continuation of wider local partnership working.

  • Prioritising teacher training, recruitment and retention as the foundation for quality learning and attainment in our schools/academies.

  • Strengthening the impact of Governance – for example we are piloting with six member schools the Governor Effectiveness Mark self-evaluation scheme.

  • Supporting all member schools to be fully OFSTED ready.
