HEC represents its 39 schools and 4 associate member organisations on a number of Essex and Harlow multi-agency partnership groups.  The most significant of these are:

  • WEST ESSEX CHILDREN’S TRUST BOARD (WECTB)
    This is one of 5 such local Boards created under Essex County Council’s Children’s Trust arrangements.  The key remit of the Board is to identify the needs of children, young people and their families in West Essex, monitor and evaluate progress in meeting these needs against the Every Child Matters Agenda and the Essex Children’s & Young Person Plan (CYPP), monitor and evaluate existing services to meet these needs and to commission new services.

  • HARLOW LOCAL STRATEGIC PARTNERSHIP (LSP), KNOWN AS HARLOW 2020

    The Harlow 2020 partnership was set up in 1995 by Harlow Council and a group of local service providers to develop a co-ordinated approach to the development of the town and realise the benefits of shared knowledge and resources.  The Partnership receives annual contributions from Harlow Council, Essex County Council (via the Local Area Agreement), Princess Alexandra Hospital, NHS West Essex and Essex Police.  Partners give this money because Harlow 2020 makes a big difference to their own work.

  • SAFER HARLOW PARTNERSHIP (SHP)

The Safer Harlow Partnership is a partnership of organisations and groups working together to reduce crime, disorder and the misuse of drugs in the town.  It is led by the Harlow Council, Essex Police, Essex County Council, NHS West Essex and Essex Fire & Rescue Service, but includes many other local bodies such as Essex Probation, Victim Support, the Youth Offending Team, Essex Youth Service.

  • HARLOW CHILDREN’S PARTNERSHIP (HCP)

This is a sub-set of the WECTB.  It is a non-statutory multi-agency grouping of all key public, private and voluntary sector partners in Harlow, charged with ‘championing’ of and trying to give some strategic direction to, certain ‘adopted’ priorities and targets within the Essex Children’s & Young Persons Plan, as they apply in the context of the needs of Harlow.  It has no commissioning powers or resources, although partners are free to pool own funding to provide services.

A multi-agency group trying to bring some strategic direction, planning and provision to a range of family support services – principally parenting support.

A multi-agency group trying to bring some strategic direction, planning and provision of services to improve children’s emotional and mental health at universal (Tier 1), targeted (Tier 2) and specialist (Tier 3) levels.

     THE HARLOW CHILDREN’S CENTRES NETWORK (HCCN)

An original Sure Start area, Harlow now has a full core offer six centre network offering a wide range of services to parents and children 0-5 year old.  The contract for HCCN is managed by Harlow District Council.  HEC sits on the HCCN Management Board and has HCCN as an associate member of its partnership.
