Local Delivery Groups (LDGs) are non-legal partnerships of schools which are used to enable certain government and county funding streams and programmes to be managed and delivered locally.

 

In Harlow, HEC functions as the LDG.

 

The LDG facilitates and co-ordinates the following programmes:

 

§  EXCELLENCE CLUSTER (EC)

    – THE ‘BABY BROTHER’ OF EXCELLENCE IN CITIES PROGRAMME

§  BEHAVIOUR IMPROVEMENT PROGRAMME (BIP)

§  EXTENDED SCHOOLS SERVICES (ES)

 

The LDG produces an annual Development & Budget Plan for the use of the EC & BIP funds as the priorities for these are determined locally according to need.  Members can access full details on the Development & Budget Plan on the members section of this site.

 

In broad terms, these two funding streams are used for the following purposes:

 

§ IMPROVING INCLUSION – funding tends to be used to support employment of Inclusion Managers, Learning Mentors & Behaviour/Learning Support units in member schools.

§ SUPPORTING EMOTIONAL HEALTH + WELL BEING – funding is used to contract with PLACE2BE, a national CAMHS charity, to provide Tier 2 therapeutic counselling and related services in 9 of the HEC schools; YOUNG CONCERN to deliver individual counselling in the Secondary schools, Harlow Fields and CSS; and to support the roll out of a Strategy and Action Plan to improve EHWB at universal and targeted levels.

§  PRIMARY TEACHING AND LEARNING and CURRICULUM SUPPORT (for more details go to Primary Teaching and Learning Support on main menu)  – funding is used to support a menu of activities, open to all primary school members and the employment of a specialist primary consultant to deliver these activities and other bespoke training and support.

§  WORK RELATED LEARNING + ENTERPRISE EDUCATION (for more details go to Harlow Education Employer Partnership on main menu) – funding to support a menu of activities developed in response to school’s needs.

o    The LDG is the ‘mother’ organisation for the HARLOW BEHAVIOUR AND ATTENDANCE PARTNERSHIP (BAP).  For details on the BAP go to this item on the main menu.

 

o    The LDG provides directly or indirectly through contracted organisations, a wide range of Pupil & Family Support, Early Intervention + Prevention Services to its schools.

 

These services are only accessible by schools and not by parents directly.  Some of the services are delivered by trained staff employed directly by the LDG and some via commissioned services.

 

There are also a number of services provided by other ‘partner’ organisations which HEC LDG is partly funding.  These services can be accessed both by schools and parent(s) / carer(s) directly using the contacts provided.

 

1.    BEHAVIOUR RELATED / EXCLUSION REDUCTION SUPPORT

 

This covers aspects such as avoiding permanent exclusions, reducing fixed term exclusions, facilitating managed moves and positive referrals, ensuring fair access, encouraging better home school liaison and supporting early intervention.

 

2.    ATTENDANCE / PERSISTENT ABSENCE PREVENTION SUPPORT

 

This covers support to schools in targeting improvement to attendance for pupils between 80% and 93%.  It may involve working directly with the young person or with the family or both to address issues.  (NOTE:  for pupils whose attendance is below 80% - officially classed as Persistent Absentees – Essex County Council’s Education Welfare Service is the lead service provider).

 

3.    PARENTING / FAMILY SUPPORT

 

The service consists of a mixture of one to one support, drop-in sessions, specific workshops and formal evidence based Parenting Programmes (Strengthening Families, Webster Stratton and   Triple P).

§ Harlow District Council – which provides one to one parenting support and contributes to drop-ins, workshops and the formal parenting programmes.

4.    AIM HIGHER PLUS / RAISING ASPIRATIONS AND ATTAINMENT

 

This service is aimed at providing long term ‘Learning Mentor’ type support to targeted pupils who meet some or all of the following criteria:

 

§    In Year Groups 5, 6, 7 & 8

§    In top 30% based on ability against age group testing as opposed to prior attainment

§    Possibly FSM, CLA, YC or come from family situation exhibiting various deprivation indices

§    Do not come from families where parents/carers/older siblings have participated in or have much awareness of further/higher education

§    Appear (either subjectively or objectively as shown on attitudinal testing) to have low aspirations compared to innate intelligence

§    Could benefit from the support of a Learning Mentor type person working both with the individual pupil and where appropriate the family

§    Could benefit from being able to participate (both in and out of school time) in small group activities specifically aimed at increasing aspiration and motivation to succeed in school.

 

5.    NEETS PREVENTION - SUPPORT FOR YOUNG PEOPLE AT RISK OF EXCLUSION
 
AND FAMILY BREAKDOWN


This service is aimed at providing long term Learning Mentor type support to targeted pupils who meet some or all of the following criteria:

 

§    Aged 11-16 in the 5 secondary schools and Harlow Fields (there is separate provision for CSS)

§    Not engaging positively with education due to any number of reasons and presently not receiving additional effective support in school and/or at home

§    Not already part of any other NEETS programme

§    Where it is felt that the allocation of Learning Mentor type support to the young person and as appropriate that YP’s family might be effective

§    YP is at a relatively early stage of ‘disengagement’ and patterns/habits have not yet become significantly engrained.

 

6.    IN SCHOOL / SMALL GROUP INTERVENTION

 

The service can deliver set programmes such as social skills and anger management, help support the set up of activities such as messy workshops and deliver bespoke programmes at schools’ request.
